Recently, the Shanghai City Office issued a circular on the ” Guidelines for the declaration of special projects (second batch) for the development of micro-synthetics in the Shanghai City Network for 2025 ” .

The second series of reporting guidelines for the special project for the development of micro-syncs on the Shanghai market network, published in 2025, states that the focus is on supporting projects that are made up of micro-sync content, such as new technologies and artificial intelligence.

With regard to support funds, it is clear from the declaration that the earmarked funds are to be used mainly on an ex post facto, non-reimbursable basis.

Of these, the content of the web-based microfacilities is typically not more than 30 per cent of total investment and up to 1 million yuan for individual project support, and up to 3 million yuan for projects that receive national awards and have a particularly influential contribution.

Network micro-sync activities are supported by up to $2 million in individual projects. New technology applications for web-based microbliographies typically support up to 30 per cent of total investment and up to $1 million in funding support for individual projects. Network micro-facilities projects are subsidized with a maximum of 50 per cent translation for individual projects, up to a maximum of $500,000.

Details of the declarations are given below.

Focus and scope of support

II. Modalities and level of support

(i) Support modalities

(ii) Amount of support

2. Network micro-sync feature activities

Individual projects provide funding support up to a maximum of $2 million.

3. Web-based microtrama applications for new technologies

Individual project support generally does not exceed 30 per cent of total investment and up to $1 million in financial support.

4. Web-based microtrip project

Up to 50 per cent of the translation subsidy is granted for individual projects, up to a maximum of $500,000.

III. Conditions for declaration

1. Declaring units require financial management regulations and have good credit records. The declaration unit is required to have the copyright to declare the content of the project or to obtain authorization from the copyrighting party to assume full administrative and legal responsibility for the content and its copyright.

2. The Web Micro-Synthetic Content Project and the Web Micro-Synthetics New Technologies Application Project are to be filed in the city and should be broadcast on the Web platform between 16 April 2025 and 15 October 2025, with good social and economic benefits.

3. The activities of the mini-feature on the Internet should be implemented in the city between 16 April 2025 and 15 October 2025.

4. The web-based micro-studies project, which is to be filed in the city, was broadcast on an offshore platform between 16 April 2025 and 15 October 2025, and has a good impact on its broadcast and advocacy.

5. No declaration shall be made if:

(1) The intellectual property rights of the project are disputed.

(ii) Supported by other financial resources of a municipal nature.

(3) The declaration unit is under investigation for serious non-compliance with the financial support of the various levels of government or for violation of the rules governing the management of funds.

(4) Significant violations are recorded within one year.

IV. Declarations and requirements

(i) Declarations

1. Report on the funding of the Shanghai Network for Micro-Sync Development (see annex).

2. Project unit operating licence or legal entity certificate, Unified Social Credit Code certificate (copy).

3. The Declaring Network Micro-Synthetic Content, Network Micro-Synthetic Out-of-Sea Project is required to provide: a licence for the production of radio and television programmes (copy), a full-form storage web link and proof of the volume of the broadcast. The supporting material shall be consistent with the information on the declared project name, content, etc., and will be capable of displaying a clear screenshot of the broadcast page of the total number of hits or of broadcasting statistics on the content of the broadcast on the backstage of the platform and on the third-party data analysis body.

4. The project was recognized by key national awards, industry authorities, and was well received by the mainstream media with supporting documentation.

5. Declaring units are required to submit ad hoc audit reports containing total project investments, total expenditure on activities or total translation costs for offshore projects and a credit-claiming agency China query report

6. Other supporting information deemed valuable by the declaring unit may be accompanied by additional information; other information deemed necessary by the Municipal Directorate of Culture and Tourism shall be provided in cooperation with the reporting unit.

7. All declarations require the stamping of the declaration unit.

(ii) Material requirements

The project declaration unit fills out the Special Funds Statement for the Development of Micro-Synthetics on the Shanghai Market Network (see annex) and consolidates the declarations, if any, in foreign languages. The materials are printed on A4-paper, each with a declaration unit stamp and a ride slit on the first page. The declaration requirement is complete, true and valid, and if false information is falsely reported, it is verified that the declaration is disqualified or the result, and the declaration unit bears the corresponding legal responsibility.

1. Electronic material. Declaring units are required to send an electronic version of the declaration form (word version) and related materials to an e-mail, [email protected], in a compressed package named “2025+business name + declaration type and project name”. The electronic submission was issued until 7 November 2025 and was not admissible.

2. Written material. The declaration is printed in two copies, on both sides of A4-paper, and is covered with ordinary paper material, which is bound to the left. (Not returned in writing). Date and address of submission: 10 November 2025 to 11 November 2025 (from 9 to 11.30 a.m. and from 13:00 to 16:30 p.m. at work); 2419, South China, 2nd Street, Xuxiang, Shanghai City Department of Culture and Tourism (Shanghai City Radio and Television Service, Shanghai City Department of Antiquities).

Written material must be submitted on-site, be considered inadmissible for late submission and not accepted for delivery, mailing, etc.
